Colleen M. Flood is a Canada Research Chair in Health Law and Policy and was Scientific Director of the CIHR Institute for Health Services and Policy Research 2006-2010. She is also Associate Professor in the Faculty of Law, University of Toronto and cross-appointed to the School of Public Policy and the Department of Health Policy Management and Evaluation, University of Toronto. She is the author/editor of six books including Administrative Law in Context (Emond Montgomery, 2008) (co-edited with Lorne Sossin), Exploring Social Insurance: Can a Dose of Europe Cure Canadian Health Care Finance? (McGill-Queen’s, 2008) (co-edited with Mark Stabile and Carolyn Tuohy), Canadian Health Law and Policy (3rd edition) (co-edited with J. Downie & T.
