Jackie obtained her law degree from the University of Ottawa in 1981, was called to the bar of Ontario in 1983 and was in private practice from 1983 to 1990. From January, 1990 to December, 1993 she was a full-time member of the faculty for the Law Society of Upper Canada. She returned to full-time private practice in 1994, focusing on family law, mediation, child protection, child representation and young offender law. She assisted in setting up the Unified Family Courts and the Family Law Information Centres throughout the East Region of Ontario.

In January, 2003 Jackie left Canada and took up the position of the People's Lawyer of Kiribati, a small independent nation situated in the central Pacific. She practiced law before the High Court and the Court of Appeal doing diverse cases ranging from election petitions to murder trials, international shipping cases to wrongful dismissals, native land claims to divorce and custody cases. She also mentored and trained the local lawyers who worked in the Office of the People's Lawyer. She returned to Canada in the summer of 2004.

In September 2004 Jackie started working as a sessional professor at the University of Ottawa in the Common Law Faculty. Jackie has taught various Dispute Resolution courses, Children and the Law, Torts, Advance Family Law, and Written Advocacy. From July 2006 to July 2007 Jackie was the co-manager of the Common Law Student Services, while continuing to teach.

In the 2009-2010 academic year she will teach Children and the Law, Dispute Resolution Practicum, and Legal Interviewing and Counseling in the Fall semester and Written Advocacy, Negotiations, and Advanced Family Law in the Winter semester.

Jackie is an active community volunteer and has served on numerous boards and committees, including St. Mary's Home, the David Smith Centre and Youth Services Bureau. She was a recipient of the Law Society of Upper Canada Bicentennial Award in 1997, and the recipient of the 1994 Gordon Henderson Award given annually by the County of Carleton Law Association.
