The Laws of Government: The Legal Foundations of Canadian Democracy, 2nd Edition, co-authored with Aaron Freeman (’99), explores contemporary issues such as electoral reform, political fundraising rules, access to information, parliamentary reform, judicial appointments and minority governments. The second edition incorporates changes in the law since 2005, specifically the Conservative government’s Federal Accountability Act which revamped the Canadian law of government accountability.
